Phoebe was the Wife of Eric Whalley and Max Short (both deceased). Loving Sister and Sister-in-Law of Richard and Carol Payne. Much loved Aunt of Clinton and Jacqui Payne, Michael and Jacquilyn Payne. Great Aunt to Jade, Jesse, Brock and Edan Payne.
